I do not know the "punk" culture, but the heart of skateboarding in the United States or under the west coast of California. The weather is great and there are many spots on the street and skate parks. Los Angeles has plenty of culture and music. The beaches are there. Venice Beach skate spots and parks on the beach and you see tons of foreign and very interesting. San Francisco is also a great skate / urban music. Furthermore, Portland, Oregon is a great skate / urban music, which is also on the west coast of the United States. On the U.S. East Coast in New York, Philadelphia and Boston. There are a lot of skateboarding culture here too, but I would not recommend going to the cities in the winter months is the origin of freezing it. I hope that help.
